Research Project: Goals and Implementation of Industrial Policy: Japan in Comparative Perspective

Toshiki Kita graduated from the University of Tokyo with a B.A. in Economics and joined the Ministry of Economy, Trade and Industry (METI) in 2014. He has engaged in a wide range of policy areas, including energy and economic security, Fukushima reconstruction (including the decision on ocean discharge of ALPS-treated water), and the launch of Green Transformation (GX), which aims to ensure energy security, economic growth, and decarbonization simultaneously. He also has extensive experience in drafting and reviewing legislation, notably contributing to enacting Japan’s GX Promotion Act in 2023. During the 2025-26 academic year, he will research the goals and implementation of industrial policy from a comparative perspective.
